Not so long ago they began to place forced ads on free hosted websites (large javascript panel), however, they've been providing free ASP hosting for years and seem to be quite reliable. The address of a free website does not look very good (http://www.brinkster.com/username/) and it is rather difficult to find a link to free singup on their website..

I have been a user for 4 years now. They have the best support I've ever encountered. They also removed all ads from their free services. My site has only been down for scheduled server maintenance so I would give them a 9.9 for reliability. The recently added a free website builder to their free packages.
